She appears to be Hitomi. It looks like maybe it's her crossing the SJI threshold? Which might be a significant event. But I can't work out what that thing that looks like a false nose is, because it probably isn't a false nose.

Dress matches Hitomi from #555.  The thing that looks like a nose is a foot.  You can see the outline of the clothed leg along the right side of the image.

Apparently, "recruit" was the wrong word.  Maybe I should have used "pitch."

Hitomi would interest Cait.  She would extend a social invitation.  The actual programming would take place at Coates' residence.  Hitomi seems to have been distracted from that agenda, though.
