One of Debbie's first comments after the girls are captured is that the situation feels like a bad Astria comic, so Debbie is familiar with the character who is a spy in peril.  And the Doctor has already proven that he is not the best when it comes to hypnotic interrogation as when earlier, he nearly convinced Charlotte that she was a spy instead of learning if Charlotte was a spy.
