It does kind of make sense.  Since Free Cable, I think we've seen 3 managers (not counting Erin in the assistant manager role she now occupies).  We have the younger man from Free Cable, the older, bald man from the beginning of Free Wifi, and the new fellow. We never see what happens to the first two.

It's possible the first two are actually the same guy, rapidly aged. Maybe that's the price the manager gets from extra strength, stamina, and the run of the building's harem. The reason behind the building and its owners are still a mystery after all.
