does appear to be dressed overall in a more cutesy, schoolgirly fashion than her personality would otherwise dictate...and those are pretty high heels for someone working at a second-hand record shop.

That seems to be her wardrobe tell. Although, perhaps this is an old shirt from before the time when dealing with hundreds of jerks like Derek forced her to develop a dark wall of jaded cynicism as a defense mechanism.
Huzzah indeed! Whether it's an old shirt she had lying around, or a new one, it's certainly more revealing than anything she wore before A Dark and Stormy Night (although, to be fair, she was always a big shadow before then). And there's a lesson here, guys. Don't be jerks. Women will be less cynical, and therefore wear more crop-tops.
Of course, she could have gone out and bought that Ramones shirt at 3 AM after things cooled down at the Infirmary. I think I'd like to meet the proprietor of an 24-hour clothing store specializing in classic rock themed apparel (especially given Wilmot's population).
