I can't tell if Miriam is actually here in this frame at the bottom, or if she is only there "mentally" through some tie to Raven, who is actually the woman in the bottom frame.

Miriam is in the character list for this issue, and the final panel is the only one that could be her.  Plus it makes sense for her internal programming to bleed out to the external world like that.

I think the final panel depicts Raven but the unattributed speech in that panel is Miriam. That would make more sense to me as a way of conveying that Miriam's programming is being picked up by Raven, rather than us "hearing" Raven saying those words for the first time over a picture of Miriam saying them again. I'm less sure that it makes sense that this bleeding out is happening.
