Headache meant exposure, but this seems really indirect for Q.  Unless he's the mystery assailant, and unleashing Alex is the third stage of his plan against Adrian (but he doesn't know the significance of The Watch yet, does he?).  Maybe deploying his version of PC and sending it to common areas like the store and Sawyer's to meet and counter Adrian's "stash" might be plausible.  However, it looks like Alex has been loosed to pursue her own desires.  A long way of saying that I think that Katie is Alex's target.
