It does harken back to other things.  However, I think she's been wearing it since either her outfit night with
Q or during the development of the Pink Clouds antidote.  I think.

They were already dating when PC crossed their path.  She took the antidote, experienced the side effect of extreme horniness, they acted on it, and have apparently been having a lot of fun since the action swung away from them.  And the crystal isn't necessarily part of a costume.
