Dramatic license aside, I can't see any reason the fabric of her top would tear? It doesn't appear to be attached closed or anything, is there some reason it couldn't just slide to the outside of her expanding 'assets'?

The expansion happened at Ludicrous Speed™ and ordinary, mortal fabrics just cannot keep up.

Edit: Clearly her shorts were constructed of more robust stuff. Or her nipples created special cloth-shredding compound shock waves.
