I don't see how she could have made The Watch (if there is only one) in that tunnel complex, since she received the materials and directions in New York and Jakob doesn't strike me as the kind of guy who would want to relinquish control of an asset like Dani unless ABSOLUTELY NECESSARY--and this doesn't appear to be one of those cases. *shrugs*
