The room service girls are two police officers who I don't think we've seen before this issue, but on page 10 you get a panel flashback of Daffyd "recruiting" them for the job. If it helps, I didn't understand a single thing that happened in this issue. Yeah that issue tried to do a lot in a very short space. Basically, there are two new characters who we never saw before: the blonde and redhead waitresses, who are actually cops under Daffyd's control. He uses them to assassinate Clovis. This now has me wondering if those are the same two cops in the final page of the latest issue. We've lost that starting with Chapter 20 and no longer know which processing which girl has.
