Maybe, but I don't think he's made a new batch.  I think this is just purloined stuff.  Maybe she's just looking to neutralize Vikram because he's completely off the deep end (as evidenced by abandoning thralls in the snow).  Whether she's looking for a lab or just a loose end, this really seems like playing Russian Roulette without any empty chambers.

Well she's trying to lure Vik out - that much is clear. Rain obviously isn't infallible. At this point, though, is it really worth it to chase him?
